IPA USA is collecting articles for the 2026 edition of its White Paper.  

A White Paper is a collection of articles that advocate for the child's right to play. The 2024 50th Anniversary White Paper comprised 57 articles organized into eight categories. You can view the 2024 White Paper on the IPA webpage.

The 2026 White Paper will follow a similar format, but the categories can be expanded. We are seeking both U.S. and International papers. 

You are welcome to submit more than one White Paper. Please complete this form for each category or title. The second edition of the White Paper is scheduled for release in November 2026. If you would like to submit a paper, your response—including your topic(s) and category(ies)—is due by September 14, 2025. The submission of the White Paper is due no later than January 31, 2026.

White Paper Format and Requests

• Please write your topic in layman’s terms. 

• The Executive Summary will provide a concise overview of the White Paper, piquing interest in the Document.

• Each category will have an abstract introduction and recommendations taken directly from your submission.

• Format for the 2026 White Paper: 1500-3000 word limit, does not include references.
