As our Habitat Engineering Chief Engineer, you will be responsible for the oversight of unit managers, workplan development and management. With your leadership skills you will promote and supervise Habitat Program’s engineering technical assistance delivery through headquarters and regionally deployed Habitat Program environmental engineers. 

You will be designated as the senior Program wide and Agency-wide habitat engineering authority on techniques and principles in the specialized field of habitat protection and restoration.

With that in mind,                                                            

 Picture yourself representing the agency and applying knowledge of conventional and emerging environmental engineering principles and practices in the specialty field of habitat protection and restoration on complex problems having statewide and multi-program significance.

This is an opportunity to provide mentoring and training to Habitat Program environmental engineers; and to serve as a Habitat Program engineering lead providing consulting expertise throughout the agency and to other state, federal and local agencies, and public and private organizations.

With your experience you will be expert at advising senior Habitat Program managers and providing direction for the formulation and development of environmental engineering policies, standards, guidelines, and procedures to be applied statewide. You will coordinate with unit supervisors to ensure that Habitat Program reimbursable contract obligations are met in a professional and consistent manner.

The optimal candidates take pride in their work, use sound judgment on difficult environmental engineering problems, and can work collaboratively.


Our Habitat Engineering Chief Engineer,

  • Supervises unit managers.
  • Provides direction and leadership for Section work planning and workload balance.
  • Coordinates and works with Regional Habitat Managers to delegate contract engineering obligations to regionally deployed environmental engineering staff, supervises contract work products, and balances workloads between regions and headquarters when necessary.
  • Coordinates with Capital Asset Management Program (CAMP) on tracking Habitat engineering projects, workloads, and budgets.
  • Manages contracts, including meeting/exceeding contract deliverables, balancing contract needs and budget with state funding and workloads, and meeting deadlines.
  • Technically assists engineers and biologists in assessing impacts to fish life by reviewing regulatory plans and designs.
  • Oversees the development and provides training on fish passage designs using stream simulation methodologies.
  • Assists other agencies, organizations, and individuals in the development of water resources projects.
  • Guides and leads the development of new techniques and practices for resolving broad complex habitat issues and for the development of agency technical policies and standards.
  • Delegates research and analysis as appropriate to staff as part of interdisciplinary teams.
  • Serves as a principle technical expert in river engineering, hydrology, and fish passage – develops technical agency standards for approval by the Program Manager.
  • Oversees the development and assessment of performance criteria for fish passage designs.
  • Advises senior managers on the appropriate use of criteria in rules and provisions of the hydraulic permit approval system.
  • Analyzes geomorphic, hydraulic, and hydrological influences of projects proposed for in water construction to advise biologists on impacts to fish life.
  • Proposes design and conceptual feasibility and documents changes as necessary to accommodate or mitigate proposed project effects on fish life.


Work Setting, including hazards:    

Work is performed in an office (90%) and in the field (10%). Office work may include long hours sitting working at a computer as in most office settings. When in the field, hazards may include walking on steep, uneven terrain frequently along rivers and streams, and along marine shorelines – deep water is common, biting, and stringing insects are regular hazards, and traffic along highways is frequent.
Work near heavy and noisy equipment is periodic – docks and in boats is occasional. 


Typically, Monday – Friday, 8:00 a.m. – 5:00 p.m. 

Travel Requirements:   

Occasional travel, including overnight stays is required, but rarely exceeds 5 nights in any given month.

Tools and Equipment:

Standard office and computer equipment. 
Specialized software including CAD, GIS, and HEC RAS. 
Field equipment may include flow meters, total stations, water chemistry equipment, and survey equipment.

Customer Interactions:

Communicating with professional contractors, other agency engineers, biologists, and managers coordinated with daily. 
Politician interactions may occur periodically.



An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering focus areas: civil, geotechnical, water resource and/or environmental, engineering, or related field.


Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND six (6) years of experience in environmental engineering which includes one (1) year as an Environmental Engineer 4 or equivalent OR two (2) years as an Environmental Engineer 3 or equivalent


A Master's degree with major study in one of the following engineering focus areas: civil, geotechnical, water resource and/or environmental, engineering, or related field.


Registration as a Professional Engineer in the state of Washington OR another state based on registration requirements equivalent to those in Washington AND five (5) years of experience in environmental engineering which includes one (1) year as an Environmental Engineer 4 or equivalent OR two (2) years as an Environmental Engineer 3 or equivalent.


Please note: A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience.


A valid driver’s license.
Registered Professional Engineering license in Washington. 

Technical experience in:

Project design/development/construction of fish passage and stream habitat restoration projects.
Assessment of fish and wildlife habitat needs based on various technical studies.



Job experience and skills in:

Designing of fish passage through culverts, fishways, screening, and stream restoration, including bioengineering design techniques.
Project design/development/construction of fish passage and stream habitat restoration projects using state-of-the-art environmental approaches that minimize project effects on stream function.
Restoration of natural processes, geomorphic function, and fish habitat enhancement.
Performance management, employee development, and collective bargaining.
Fish and wildlife management techniques, general ecological, principles and practices, conservation, and restoration biology.
Working knowledge of marine, nearshore, and freshwater ecosystems.
Human influences to aquatic ecosystems.

Retirement and Deferred Compensation
